This is basically a variation on bug 103354 Having an option 'do you want to see this menu item?' is considered very bad UI and so is unlikely to be implemented.
The "Close all other tabs" option, which appears when I right-click on an individual tab, is just below the "Close tab" option, which I use much more often than the "Close all.." So, when I want to close a single tab, I sometimes end up doing the opposite: I close the rest and am left with the one I really wanted to close. "Close all other tabs" seems to me unncessary. One closes each tab individually, as one is done with each web page. I really think "Close all..." should be moved elsewhere, certainly not on the right-click tab menu.
