Upon opening the mail client, the mail toolbar appears 4 times instead of just
one. Above I posted an image of the problem.
Reproducible: Always
Steps to Reproduce:
1. Open mail

Expected Results:
Toolbar should appear once.

What theme are you using ? Looks like a 3rd party theme problem.
Try this. Close completely your mozilla, go to your profile directory (see
release notes to find it) and delete chrome directory. You will loose your theme.
Did the bug still appears after this action ?

Indeed a theme-related bug. When using the Modern theme the problem went away.
