Choosing user-defined encoding for message display in Mozilla does not work 
at all.  The characters always appear garbled.  Tested with the TSCII fonts
from 
  http://www.tamil.net/tscii
But clicking on 'reply' for each message shows the message properly in user-defined encoding. How/why is this strange behavior enabled in Mozilla ?

Reproducible: Always

Steps to Reproduce:
1. Set any desired font (8bit, non-English) in user-defined encoding
2. Open mail & news window and choose user-defined encoding for message display.
3. No message is displayed using the user-defined encoding.  All messages are
   displayed garbled.  Click 'reply' button to see the message in user-defined encoding.

Actual Results:  
Cannot read any mail using user-defined encoding.

Expected Results:  
Displayed the message properly using user-defined encoding in the mail & news window.

No themes/java-script necessary or used.
