The "create message filters" link opens the Message Filters Dialog.
To *edit* a filter already existing, one needs to click this link. Naming the
link "Edit message filters" or simply "Message filters" would be simpler and
clearer.

Edit is more accurate, but some users might be looking for how to create
filters and get confused. I guess those users probably won't be creating
filters...

Talked to David over AIM and we decided that Manage message filters is better
than Edit message filters.
