sorry about the wrong User-Agent as the bug was posted from a different machine.
OS: Windows 98 → Windows XP
I', not able to re-create the problem using a fresh installation of Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.4a) Gecko/20030423 Firebird Browser/0.6. If I perform the steps provided google.com still appears in the list of tab "Cookie sites", but no new cookie shows up... Did you already tried it with a recent build together with a fresh profile?
This bug seems to be fixed as of Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.4a) Gecko/20030425 Firebird Browser/0.6
