Needs to land on Mozilla1_3_BRANCH
Looks like the only file that needs to be updated is
ns/build/windows/verification/build-verification.pl, but make sure all
platform's have the same talkback id: MozillaBranch

odd. i would have thought this would have been changed once the 1.3 branch was
cut... but, anyway, sr=leaf to make it so.
