Why do you have CONTROL for Prefs?

Occurs in
1. Navigator>TabbedBrowsing
2. Advanced>MouseWheel

CONTROL is not good. I looked at the pref and said Where's CONTROL? And it took
me a second to realize that CONTROL was CTRL. 

It's also inconsistent with menu bar

Apple doesn't use CommandV It uses [AppleKey]V in both menu bar and prefs
so Mozilla should use CTRL in both menu bar and prefs

Steps to Reproduce:
1. Go to Navigator>TabbedBrowsing

Actual Results:  
Got confused because it said CONTROL not CTRL

Expected Results:  
Have CTRL to make it be consistent with MENU BAR, other apps, and to match the
keyboard

Well, MY keyboard says "Control"
I really can't believe that anyone can get *confused* about the use of the word
Control. How do you explain when you are speaking to anyone the use of a
shortcut using that key? do you say "ctrl plus V" or "control plus V"?

(I don't say that it shouldn't be changed, just that some of the arguments don't
seem too logical for me)

Reporter : I have 2 Mac-keyboards : one with the Apple-key (or 'Clover') and one
with 'Cmd'. The menubar uses the Clover-symbol though. BTW: why should a 'Ctrl'
or 'Control' be used in the menu ? That's not the key I use to start a command ...

And I have 3 pc-keyboards too, 2 with 'Ctrl' and 1 with 'Control'. There's no
way to know what is printed on the keyboard (which could be translated in a
foreign language too !), so this can never be solved for everyone. And 'Ctrl'
has been a shortcut for 'Control' for at least 30 or 40 years !

My point is why is the menu bar different from Preferences?
Both being the same would make more sense
I recognize that CTRL is CONTROL but it's barely used anymore in text so I forgot.

Middle-Click, Control+Click, or Control+Enter on links in a web page
Control+Enter in the location bar

people.  Please file one bug per relevant pref panel in the right components.
