widget/os2/tests was removed from the tree a while back (by mkaply on
04/25/2003) but widget/os2/tests/makefile wasnt removed from allmakefiles.sh

Patch for the bug.
The problem is visible in that configure attempts to create the missing
widget/os2/tests/makefile but cant because widget/os2/tests/makefile.in is no
longer available.
