I can see the desktop through the space where the scroll bar is supposed to be.
 In fact, there appears to be a 15 or so pixel wide "invisible" bar along the
right hand side of the browser and the bottom.

Reproducible: Always

Steps to Reproduce:
1.Install new build
2.Start Browser
3.



Expected Results:  
It should give a normal window, complete with scroll bars and everything.
