209823 - Composer shows unexpected tooltip (not the title) in Preview

When Composer displays a tooltip for an image or a text link which has a 'title' 
attribute, the tooltip does not contain the text of the title but the text of 
the the image's location URL or the link's href.  This is probably OK on the 
Normal and HTML Tags pages, but the Preview page should display the title, as 
the browser does.

With the Mozilla v1.4 browser running under Windows XP, I was still able to
recreate this bug. I don't know what happened to Neil's checkin but to me it
seems to me that the fix somehow missed the target.
Can anyone verify?

I assume Neil's checkin went in on the trunk, but by that point 1.4 was already 
on a separate branch.
