"Actually, it's due to using netscape's uname instead of cygwin's. The check
that hardcodes _WIN32_MSVC based upon uname is really broken and should be fixed."

Netscape's uname isn't broken. Non-standard but not broken in this case. It's
the checks in NSPR's configure.in that are broken.
