210375 - The "nummilestones" parameter needs to go away

There is a parameter known as nummilestones in the "Parameters" section of 
administrative rights . The default value for "If using Target Milestone, how 
many milestones do you wish to appear?" has been set to 10 at our end.
I created as many as 12 Target Milestones and I find that all the 12 appear in 
the UI whereas only 10 should have appeared.


Reproducible: Always

Steps to Reproduce:
1.Click on the Parameters link.
2.For the field If using Target Milestone, how many milestones do you wish to 
appear? specify a value of 10
3.Now, create as many as 12 Target Milestones
4. Query the bugs for the product in which the 12 target milestones have been 
created.
5. The drop down for the Target Milestone shows the 12 Target Milestones 
whereas there was a limit of 10.

Actual Results:  
12 target milestones were shown instead of 10(as defined by the parameter)

Expected Results:  
Should have shown 10 milestones in the UI

I don't think that parameter is even used by anything anymore.  It should just
go away.  I think that's left over from when that's how you got the milestones
was setting that number up, and all the milestones were numbered.  After it
switched to defining by product it lost its usefulness.  That and the
curmilestone param.
