Why does Rick have this bug?
I believe rpotts wrote the Win32 tests that is there. This is assigned to Rick asking "Do we care about the test and doing it on other platforms?"

Personally, no. It was a test bed for me when I wrapped the imglib to work in NGLayout. If Pam would like to keep it alive, that's fine. But I have no vested interest in it.
