Do you installed in a clean and empty directory ?
had the same experience, but after download of an updated file installation was working. The original file had about the same time stamp as the folder. 2003-07-28-04-trunk/ 28-Jul-2003 07:17 - mozilla-win32-installer-sea.exe 28-Jul-2003 13:29 11.3M 2003-07-29-04-trunk/ 29-Jul-2003 07:17 - mozilla-win32-installer-sea.exe 29-Jul-2003 11:51 11.6M
I saw this bug as described with the original files in the directories. The not working files were updated about 4 hours later, and installation then was working. So I´ll confirm this bug and resolve as fixed.
