Go to Preferences->Appearance->Themes -
Notice the "Get New Themes" text at the bottom of the panel looks like plain
text but is actually a link to a page to get new themes. This use to look like
a link (blue and underlined), but doesn't anymore. This should get fixed.

Was working on a 5/20 build
Broken on a 5/21 build
