In bookmark manager edit menu there are duplicate quick keys "r"; Redu, pRoperties

Reproducible: Always

Steps to Reproduce:
1.open browser, bookmark manager, select edit drop down menu

Actual Results:  
There are duplicate quick keys "r"; Redu, pRoperties

Expected Results:  
quick keys must be unique for each menu

The "Properties" menu item of "Mail and Newsgroups"->"Edit" menu has 'o' as its
access key. Hence this problem could be fixed by changing the access key of
"Properties" to 'o' instead of 'r'.
