218332 - crashed after installing theme. Scroll Bars no longer show. Can no longer change themes.

Installed the "Phase 0.4" theme.  The theme loaded up, then casued a crash,
which triggered the Netscape and Microsoft XP feedback forms.  Restarted
Firebird and am no longer able to change theme.  The scroll bars are also gone
and have not appeared.

Reproducible: Always

Steps to Reproduce:
1.Download "Phose 0.4" theme from http://texturizer.net/firebird/themes.html
2.Install theme and choose it as default.

Actual Results:  
Firebird crashed.  Upon restarting, scroll bars were not visible and the ability
to change themes disappeared.

Expected Results:  
Changed to the theme and not crashed.

was using "Modern" theme, changed to "Phase 0.4" theme.

I can dupe this one of two ways, either the crash bug, which is 214777 or the
bug about the missing scrollbars, which is a theme compatibility issue (but no
skinVersion change yet, that's another bug...)
