Encoding auto-detection can be overrdden with a pref, but currently the pref
overrides it for both incoming and outgoing mail. It is better to have separate
override prefs for each. A common scenario when communicating with a peer with
incomplete international support is receiving a letter in a Western encoding and
replying, then entering characters in a non-Western charset and forgetting to
switch the encoding, so the characters upon conversion to Western when sending
turn into question marks. Overriding the outgoing encoding renders automatic
encoding detection for incoming mail unusable.

I'm not really sure what's being said with this bug.  I suspect it's a dupe of 
bug 249530 or bug 260728.
