Taskbar and toolbar menus do not stay highlighted when moused over when used on
secondary monitor with ATI dual display systems; ATI 9000 Pro running catalyst
7.93-030812a1-010735C-ATI. Menus will highlight briefly and then flash off; Menu
functionality is functional, but impaired, as secondary menus will not display
unless clicked.
Reproducible: Always
Steps to Reproduce:
1. Ensure that the browser window is placed on secondary monitor
2. Mouse over any menu on the Taskbar or any toolbar.

Expected Results:
Menus should work consistently on both monitors. Primary monitor has not problems.
