A decision was made to revert to every profile always having a Local Mail hierarchy (name being changed to Local Folders). This bug is to track the migration end of that, in effect reversing the effect of bug #18064. So, to verify: 1. Migrate a 4.x POP profile. 2. Open 5.0 mail. 3. Result should be there is a POP account hierarchy where all 4.x folders migrate to and there should be a Local Folders hierarchy with new default local folders. (And of course any news server(s) hierarchy(ies), since 4.x always maintained at least a default news server.)

this is big enough to do early. I've got other bugs that would be fixed if this was fixed. marking dogfood, plan on working on this. I'll also make it so you CAN'T remove the local folders account, which is desired.
