Details

When text is selected, either on a webpage or in the URL textbox, it does not
appear to be copied to the system clipboard: any attempts to paste such text to
external applications always fail. By comparison, pasting into mozilla seems to
be trouble-free.

can't be a dup of 12669, that is a tracking bug. reproduced in
today's build, reassigning to pinkerton as p2 for m13.
