219942 - plugins window should be resizable and retain its size

The plugins window in Tools-Options-Downloads-PlugIns should be resizable like
the Password Manager, the Cookies windows and the Image Manager. I'd like to see
all plugins at once. If it becomes resizable, it should retain its size.

I actually fixed this.

I don't know what Ben means here. Maybe move plugins.xul from
mozilla/browser/components/prefwindow/content to
mozilla/toolkit/mozapps/downloads/content,
since pref-downloads.js, which resides in the latter directory, calls it!?

Ben, I know you want to merge the plugins window with the file types list
"hopefully before 0.8".
If you do that, this bug is obsolete. If you don't, this patch would be nice
for 0.8.

cvs complained about a missing newline at the end of the file because of some
whitespace in the last but one line.
