Using the 1.5rcx clients, minimised windows will not restore from another
mozilla window. If the browser is active and mail/news is minimized, selecting
the mail/news icon or selecting Mail & Newsgroups from the pull down menu do not
restore the window they stay minimised.

Reproducible: Always

Steps to Reproduce:
1.Open a browser windows and a Mail window.
2.Minimise one of the windows.
3.Select the minimised window from the Window pull down menu or it's icon on the
bottom left of the active window.

Actual Results:  
The selected window stays minimised and focus stays with the current window.

Expected Results:  
The selected window is restored to previous state and becomes the active window.
