when using iso-8859-9 (turkish) encoding some lines in the web page are not shown

when using character encoding iso-8859-9 (turkish) in turkish web pages that has
the right "content type" header (<meta http-equiv="Content-Type"
content="text/html; charset=ISO-8859-9">) some lines in the web pages are not
shown. when the invisible text is sellected some of these text is become
visible. and when the text is not sellected it disapears again. but when content
type is windows-1254 and when 8859-9 (without "ISO") (or both of these
encodings) there is no problem.
Reproducible: Sometimes
Steps to Reproduce:
1.sellecting character encoding "iso-8859-9"
2.visiting a web page that uses only this encoding

Are you using an xft build? This sounds like a dupe of bug 190278.
