Selecting addressees from the drop down for To no longer works correctly.
Entering a partial name creates a drop down list, but selecting the down arrow
selects the first entry in the list instead of scrolling the list down.


Reproducible: Always

Steps to Reproduce:
1. Open email compose window
2. type a partial email name that will bring up multiple email address
3. Push the down arrow on the scrollbar on the drop down list.

Actual Results:  
The first entry from the actual email addresses in the list is entered into the
address line.

Expected Results:  
The scrollbox should have scrolled down.
