From the Check Spelling Dialog:
1) Click on Language
2) Click on Download More
Notice that nothing happens. Seamonkey does not take you to a dictonary download
page.
This is because we don't provide a url to go to in mozilla. Netscape uses a url
that takes you to a Netcenter site which has dictionaries.
Now that mozilla ships with the spell checker by default, we should point to a
mozilla dictonary page. I think the following site should be used:

seamonkey part checked in. Have to do work to the dialog to launch the url in a
default app for thunderbird. Marking fixed for seamonkey.
