224372 - Cannot view Master Password in Preferences and Cannot Open "Managed Passwords" dialog

Upgrade from Mozilla 1.5 to Mozilla 1.6a.  Used to have a list of passwords. 
Now, the passwords are not retrieved.  Uninstalled Mozilla 1.6a and reinstalled
Mozilla 1.5, everything goes back to normal.  Password Manager asked for Master
Password, and retrieved the appropriate passwords.

Reproducible: Always

Steps to Reproduce:
1. Tools --> Password Manager --> Manage Stored Passwords

or Tools --> Password Manager --> Log Out

or Edit --> Preferences --> privacy & security --> passwords --> Managed passwords
Actual Results:  
Whenever I went to sites with password stored (inclusing mailbox), pop-up window
prompt to ask if the password should be stored.  Click yes, and when click on
"managed passwords" from the toolbar, nothing happens.  Didn't even asked for
"Master Password".  Appeared as if something is loading, but then just stopped.

Expected Results:  
Password Manager working as Mozilla 1.5.  Could it be compatibility issue?

The passwords are encrypted with a master password.  Now that I'm back using
Mozilla 1.5, I did notice that 1.6a does not contain the "Master Passwords"
option under Preferences --> Privacy & Security --> Master Passwords.
