The downloads in progress warning doesn't show when closing the last browser
window with the history set to clear on exit in
Tools->Options->Privacy->Download Manager History.

Using File->Exit to close the browser shows the warning.

Reproducible: Always

Steps to Reproduce:
1. Set history to clear on exit in Privacy Options
2. Start a download.
3. Close download manager.
4. Close all open browser windows.

Actual Results:  
Firebird quit and the partial download was lost.

Expected Results:  
Shown warning alert with option to cancel downloads or cancel quitting.
