On 10.2 Command + Alt + Click would show the Micky Mouse hand and would allow
the user to drag scroll through the page. On 10.3 this is not the case.

Reproducible: Always

Steps to Reproduce:
1. Command + Alt + Click drag scroll a web page.

Actual Results:  
The user select table cells.

Expected Results:  
The user shoudl get the Micky mousehand and be able to drag scroll through the
webpage.
