There are some commands that were leaving local mail folder db's invalid, and
once the db's were invalid, get new mail was causing messages to get doubled up.
This upcoming patch will fix the db's not to get become invalid.

I do still need to figure out why having the db invalid caused this problem,
but we don't want the db left invalid in any case.
