In any "Arabic (Windows-1256)" encoded page, mozilla doesn't show 0x98
correctly. (ARABIC KEHEH - U+06A9)

Reproducible: Always

Steps to Reproduce:
1. Create a Arabic Windows 1256 encodec HTML file with character 0x98.
2. Open in mozilla and [Menu] View > Characters Coding > [More > Middle Eastern
>] Arabic (Windows-1256)
Actual Results:  
You'll see [?] instead of ARABIC KEHEH (0x98 - U+06A9)


Probably mapping of Windows-1256 to UTF-8 is incorrect.
It looks like the mapping table is correct. Does this still happen in a newer 
build?
