228285 - Add bookmark expander should have a tooltip

The new "add to bookmarks" dialog is confusing. The button that expands give the
user no clue at all what it does. The purpose of a button should be clear, you
shoulnt click on it to find out its purpose. 

Also the location of this button makes it more unclear for what the button is.
At the moment the button is next to the "name:" box. It should have another
position and also be named so you clearly know what it does.

Pierre, you'll need to commit this on the FIREBIRD_0_8_BRANCH if you want it to
go into 0.8
