This already exists in Seamonkey, however does not exist in Firebird.  Once the
cookie promptservice is rewritten to support per-session support, you will be
able to set session-only permissions, but not manage them.

There is also an extension which already allows this, but the Exceptions window
will not show the permission properly.
since I'm already fixing other things, I might as well fix this as part of the
same patch.
