231293 - Broken align, insert, and smiley dropdown arrows

Both themes in recent builds exhibit a problem where the insert and smiley menu
dropdown arrows don't show up.  The align menu's dropdown arrow disappears when
hovered.  The smiley menu's icons that should appear in the popup menu are gone too.

I managed to make the smiley popup overflow; in modern this reveals
autorepeatbuttons but again they did not display correctly.

To reproduce, one must have Edit -> Mail & Newsgroups Account Settings... ->
Composition & Addressing, Compose messages in HTML format enabled, and the
Formatting Toolbar enabled in the compose window.

I did for .toolbarbutton-menubutton-dropmarker.

I fixed the missing smile in Modern, and I'm not sure why you have huge gaps --
I don't see those.

i just dloaded jan/18 build and the problem is almost solved...still one smiley
doesn't show on the drop-down list, the first one. also, blank lines appear, no
smiley and no text.

i'm seeing the same as neil, also, putting the mouse over one of the blank lines
causes some weird stuff to appear, like dots and a mini-rectangle
