If you open a window using window.open with no scrollbars, using Ctrl+T will
make a new tab, without the tab buttons meaning that the page is then completely
useless.

Reproducible: Always
Steps to Reproduce:
1. window.open('about:blank,'','width=400,height=400')
2. press ctrl-T in he window
3. Profit

Actual Results:  
The popup displays a blank tag

Expected Results:  
Not a sausage.
