Right now, the only place we ensure there's a local folders directory is after
you've added an account in the account wizard. But, accounts can be added by
MCD, and we don't want the local folders account to have to be specified by MCD.

create the local folders account if it doesn't exist and we're not going
through the account wizard, in verifyAccounts
