If a 4.x user migrates their profile, and has MCD set up to create their imap
accounts, mailnews profile migration comes along after MCD and duplicates their
server directories, e.g., imap-server and imap-server-1. The same thing happens
with local folders, but we're telling people not to create local folder
directories with mcd because the client should be creating the local folders
account.

can we make the comment a little more specific in our claim that the quoted pref
is an arbitrary pref chosen because we know it does not exist in 4.x?

after talking to seth, we prefer this fix since it will only ever try to
migrate mcd accounts if the account has a valid account.
