With a table spanning multiple pages, using the <thead> tag around one row, the
header row shows up at the top of each page, as expected.  However, vertical
dotted borders on cells are missing on pages after the first.  (See attached
'example-border-missing.html')

Without the <thead> tag, dotted borders behave as expected, but pages after the
first have the same background as (apparently) the last cell to appear on the
first page.  (See attached 'example-background-bleed.html')

I have reproduced this with HTML 4.0 Transitional, and XHTML 1.0 Strict
(attached files are XHTML 1.0 Strict).

Reproducible: Always
Steps to Reproduce:
1.  Load one of the pages.
2.  Print and examine output, or Print Preview.

Actual Results:  
Clean output, where second and successive pages match the formatting of the
first page.

Expected Results:  
Second and successive pages have different colors or borders than the first page.
I see the dotted border problem on Mozilla/5.0 (Windows; U; Windows NT 5.1;
en-US; rv:1.7b) Gecko/20040314 Firefox/0.8.0+ and Mozilla/5.0 (Windows; U;
Windows NT 5.1; en-US; rv:1.7a) Gecko/20040207.

I don't see the background problem on the same builds.

Background bug confirmed on Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US;
rv:1.7b) Gecko/20040322 Firefox/0.8.0+, Windows 2000. It's wrong in both preview
and print.
