234592 - Firefox Help has disappeared since 2004-02-15 and -16 nightlies

The 2004-02-14 Firefox nightly (and before) have the new Help system
Menu --> Help --> Help Contents   etc
but this has gone from -15 and -16 builds.

I am using .zip builds with new profiles each time.

I am suspicious, as the help system was 'upgraded' with checkins on 14th. See
Bug 231533 http://bugzilla.mozilla.org/show_bug.cgi?id=231533
Possible regression?

Reproducible: Always
Steps to Reproduce:
1. Open latest nightly firefox
2. Click Help and look at the menu entries
Actual Results:  
Only Two menu items there - Release Notes and About

Expected Results:  
The new help items should be there, including  Help Contents, and Help for IE users

mconnor: can you reproduce? I don't have a recent build with me. Last time I
checked it was there, though. but that might've been an old build.

I really doubt this is a regression of bug 231533, because helpMenuOverlay.xul
wasn't modified in that patch.

Ben turned Help off for an unknown reason. The log says "Migration Branch 
landing, currently turned off!". There might've been a branch collision. Once I 
get home, I'll add help back to the Makefile.

That is looking possible as starting from the -15 and -16 nightlies there is no
help.jar in the chrome directory and there is no mention of help.jar in the
installed-chrome.txt file.

Help is now re-enabled.
