If you do a hard reset of your palm pilot, and then do a sync with moz, the moz
conduit thinks that the categories that are no longer on the palm have been
deleted from the palm, and should be removed from moz.

the conduit manager tells us if this is a first time sync. Use that
information.

follow-on fix

if we make the first time sync after hard reset be just a one way sync from PC
-> HH, I think we get all the behaviour we want.
