236711 - Windows and Dialogs truncated / clipped

Hi Pierre, in the same build that saw the grey line under the file menu, I am
also seeing dialogs that are no longer sized correctly. They come up with very
small widths.

Dialogs include: 

1) Options Dialog
2) Send progress dialog
3) Account wizard

These issues showed up the day after the toolkit / gtk2 style landing which is
why I'm cc'ing you too in case it's related. I'll post a screen shot of what I'm
talking about.

hmm I think a clean clobber build may have fixed this.

I still see this in a clean build from March 6th. David tells me seamonkey is
now plagued by the same problem so this may not be a mozilla\toolkit issue.

I'm seeing this on Linux nightly builds 20040305 and 20040308.
Note that the problem does _not_ happen "the first time" I run a particular
build after running other builds.  It only happens after the second time       
(including the second time).

This seems to be related to bug 236619, which supposedly will be fixed         
in today's build.  I'll try today's build when it comes out.

I just tested today's Linux build (20040309), and the problem is gone.
("About" and "Options" dialogs have correct widths even after restart.)
