We want to make it easier for a user to reset the training.dat file for the junk
adaptive filtes. Especially with the new junk algorithm improvements about to
come online, we want to make it easy for users to get a fresh start.

updated patch that asks the user if he really wants to do this
I'm going to try to get this checked into 1.7b since this code change doesn't
depend on any of the other junk mail re-design bugs but it will make it easier
for users to test those new changes as they get checked in.
For 1.7b, no one is calling this new code but some of it would be part of the
build.

Was this fix checked in only for Thunderbird or also for Seamonkey as it had
approval for 1.7b?
