I have determined with smontagu that the 2003 changes to 8859-7 and 8859-8 had
some problems.
I am correcting them.

Redo the tables, removing the <control> sections before using the .TXT files
from unicode.org

For the record, this was checked in on the trunk, but people complained I didn't
have a bug :)
I'm going to put it in 1.7 as well.

Fix for problem
This patch fixes some converters that have been broken for a while.
Without this patch, we don't display some chars correctly on greek
