242021 - Minor cleanup for the new "Disk Space" pane for Local Folders/Movemail

Ian introduced via bug 86132 this pane to Movemail and Local Folders which is
great. I noticed two small optical UI problems:

1. There is a needless separator above the options in the Disk Space Groupbox
   (this only affects Local Folders).
2. It's odd to have the string "Disk Space" repeated in the <groupbox> header 
   because the <dialogheader> reads the same (this affects both Local Folders
   and Movemail).

Actually this was always the case for POP3 accounts. This new patch hides the
doubled "Disk Space" label for POP3 too.
