Details
Brian and I have some ideas to improve the build system for Thunderbird.
Step 1:
1) Unpack JAR files and re-pack them back into dist\bin
2) Move the packaging into mail\installer which will look at our packaging list
to figure out which files should go into a zip build
Hopefully this process will eliminate our duplicate packaging lists in
mail\config and mail\installer

The work for this is actually being done in Bug #245430 now.

i finally landed all of this on the trunk.
