With popup blocker turned on, popups are blocked, but notifier does not appear. 

Reproducible: Always
Steps to Reproduce:
1.got to ccn.com/money, or any site that has popups
2.popup is blocked.


Actual Results:  
Icon does not appear.

Expected Results:  
Blocked popup notifier does not appear.

Using default theme on this branch build.

It sets a cookie to only show the popup the first time, delete the money.cnn.com
cookie then hit refresh and you will see the icon.

This bug only happens in branch builds, by the way.

No icon at all, It never appears anymore. Strange bug.
