Steps to repro:
1. With no Flash plugin installed, load
http://lxr.mozilla.org/seamonkey/source/layout/html/tests/printer/misc/embed_obj_tag.html
2. Run accexplore.exe or Window-Eyes

What happens:
Mozilla hangs
We're going to be doing more work with NullPluginClass at some point to make it
keyboard accessible (bug 245349, bug 83754 as well as other work going on in
plugins to make them accessible like bug 93149).

So, this fix doesn't isn't necessarily the long-term solution we'll use.
