Steps to Reproduce:
1. go to URL in question
2. wait, and watch the image of two CRTs in the middle of the page
3. for added enjoyment, start with your window sized so that
less than half the page fits. Scroll up and down to the top
and bottom of the page, pausing to look at the middle of the
page.
Actual Results:
I saw background-color horizontal stripes.
Expected Results:
render the page without background-color stripes.
The page appears to have Javascript code that uses document.layers.
The stripes produced are temporary and go away after about
a dozen seconds (which seems to be the cycle time of the animated
.GIF).
Using (forcing) a black background makes the stripes easier to see
(although they're certainly visible with the default background color).
I originally listed the offending URL in
http://bugzilla.mozilla.org/show_bug.cgi?id=83289, but the context
is somewhat different (even if the symptoms are very similar), so I
think it deserves its own bug.
Note that although I'm personally rating this as trivial, the closely
related (but somewhat more egregious) 83289 was elevated to critical
for Mozilla 1.0. I wouldn't be surprised if there were examples out
there much uglier than the reproducer I found.

Former page is 404, closest thing I can find is at
http://www22.verizon.com/content/consumerdsl/explore/speed+comparison/speed+comparison.htm
and I can't repro the problem at all, so WORKSFORME.
