The checkin for Bug 241705 caused the Image black-list button in Options->Web
Features to open the Popup white-list window instead.
Steps to reproduce:
1. Goto Tools->Options->Web Features
2. Press the Exception button next to the Load Images checkbox.
3. The wrong window opens.
