OK, it's becoming a royal PITA to do any branch/trunk development with two separate locales dirs. We need the branch's browser/locales directory landed on the trunk now, so that we can apply patches in both places.

This was not possible until I got reviews on bug 248507, which just landed. I should have this fixed on the trunk sometime this weekend.
